Turning to the topic of protection of persons in the event of disasters, she said that the duty to cooperate should not be considered an obligation of result but of conduct; in the absence of lex specialis, it should generally not be construed as an obligation to provide assistance but rather as an obligation to consider requests for assistance from the affected State, without there being a duty to accede to such requests.

With regard to the topic of protection of the environment in relation to armed conflicts, his delegation supported the Special Rapporteur's proposal to address the topic from a temporal perspective, rather than from the standpoint of various areas of international law, in order to make the topic more manageable.
