The Secretary-General, for the purpose of setting out fundamental principles and rules of international humanitarian law applicable to United Nations forces conducting operations under United Nations command and control, promulgates the following:
يصدر اﻷمين العام ما يلي، بغرض إعلان المبادئ والقواعد اﻷساسية من القانون اﻹنساني الدولي التي تسري على قوات اﻷمم المتحدة المضطلعة بعمليات تحت قيادة اﻷمم المتحدة وسيطرتها:

1.1 The fundamental principles and rules of international humanitarian law set out in the present bulletin are applicable to United Nations forces when in situations of armed conflict they are actively engaged therein as combatants, to the extent and for the duration of their engagement.
١-١ تسري المبادئ والقواعد اﻷساسية من القانون اﻹنساني الدولي الواردة في هذه النشرة على قوات اﻷمم المتحدة عندما يكون أفرادها مشتركين فعليا كمقاتلين في حالات الصراع المسلح، وذلك بقدر وطيلة مدة اشتراكهم.

302. The Office participated in the drafting of several legal instruments, including my bulletin on fundamental principles and rules of international humanitarian law applicable to United Nations forces in situations of armed conflict.
٢٠٣ - وشـارك المكتـــب فــي صياغــة عدة صكوك قانونية، منها نشرة اﻷمين العام عن المبادئ والقواعد اﻷساسية للقانون اﻹنساني الدولي المطبﱠق على قوات اﻷمم المتحدة في حالات الصراع المسلح.

٦١- إن إنطباق القانون اﻹنساني الدولي على قوات اﻷمم المتحدة عندما يشارك أفرادها كمقاتلين في حالات النزاع المسلح يستتبع مسؤولية دولية للمنظمة في التعويض عن إنتهاكات القانون اﻹنساني الدولي التي يرتكبها أفراد قوات اﻷمم المتحدة.

43. The promulgation of the Secretary-General’s bulletin will respond to the growing need for clarity in determining the scope of application of international humanitarian law to United Nations forces and operations, and the specific provisions that are applicable to them mutatis mutandis.
٤٣ - وسيلبي إصدار نشرة اﻷمين العام الحاجة المتزايدة إلى التحديد الواضح لنطاق انطباق القانون اﻹنساني الدولي على قوات اﻷمم المتحدة وعملياتها، وبيان اﻷحكام المحددة المنطبقة على قوات اﻷمم المتحدة وعملياتها مع إدخال التغييرات اللازمة فيها.

209. Legal instruments were prepared to ensure that the activities of the Organization were carried out within their proper legal limits, an example being the elaboration of a draft Secretary-General’s bulletin on fundamental principles and rules of international humanitarian law applicable to United Nations forces in situations of armed conflict.

The purpose of these Guidelines for UN Forces Regarding Respect for International Humanitarian Law was to specify the principles and rules of international humanitarian law applicable to United Nations forces conducting operations under United Nations command and control, when in situations of armed conflicts (either international or non-international) they were actively engaged as combatants.
