120. In the light of article 37 (a) of the Convention and in line with the recommendations of the Special Rapporteur on torture (see E/CN.4/1999/61/Add.1), the Committee strongly recommends that the State party enforce, or, when appropriate, review existing legislation, with a view to preventing children being held incommunicado, and investigate in an effective way reported cases of torture and ill-treatment of children.
120- على ضوء المادة 37(أ) من الاتفاقية وتماشياً مع توصيات المقرر الخاص المعني بالتعذيب (انظر E/CN.4/1999/61/Add.1)، توصي اللجنة بقوة بأن تنفذ الدولة الطرف التشريعات القائمة أو أن تراجعها، حسب الاقتضاء، بهدف منع عزل الأطفال أثناء احتجازهم، والتحقيق بصورة فعالة في ما يبلَغ إليها من حالات تعذيب الأطفال وإساءة معاملتهم.

(a) Immediately carry out an independent inquiry into all alleged cases of torture and ill-treatment of children and publicly report on those cases;

(c) Independently investigate and publicly report on the existence of secret detention facilities, such as black jails, including the authority under which they have been established, and prosecute individuals responsible for operating secret detention facilities, including black jails, as well as those involved in torture and ill-treatment of children in such facilities;
