According to those fundamental requirements of the Conventions, authoritative international experts must give guarantees that the construction of hydrotechnical facilities will not have irremediable ecological consequences and will not throw off the established balance of the use of watercourses of transboundary rivers by all States located in the basin of those rivers.

So China is not only refusing to create a water-sharing pact with any of its neighbors; it will not even share comprehensive data on upstream river flows.

In connection with the Aral Sea tragedy and the recovery measures, the solution to this problem is directly linked to the rational use of the water resources of the region's transboundary rivers, which have always met the vital needs of the States located in their basins.

As a whole, the analysis of the legal system of the Central Asian countries shows that the national legislation in every State provides for the priority of international law over national law on any dispute in the field of transboundary rivers waterflow management.
وإجمالا، فإن تحليل النظام القانوني لبلدان وسط آسيا يبيّن أن التشريع الوطني في كل دولة ينص على أسبقية القانون الدولي على القانون الوطني بشأن أي خلاف في مجال إدارة تدفق مياه الأنهر العابرة للحدود.

Taking into account the significance of providing viable solutions to water problems for the sake of existing and future generations, all concerned parties must strictly implement the universally recognized norms related to the utilization of transboundary rivers as well as multilateral agreements signed by Central Asian countries.
ونظرا لأهمية التوصل إلى حلول عملية للمشاكل المتعلقة بالمياه لصالح الأجيال الحالية والمقبلة، على جميع الأطراف المعنية أن تنفذ تنفيذا دقيقا القواعد المعترف بها على الصعيد العالمي والمتصلة باستغلال الأنهر العابرة للحدود فضلا عن الاتفاقات المتعددة الأطراف التي وقّعتها بلدان وسط آسيا.

It is necessary to underscore that the major point is the use of resources and watercourses of transboundary rivers, which over the span of centuries have met the vital needs of States and peoples living along these rivers.
ومن الضروري أن نؤكد على أن المسألة الرئيسية الآن هي استخدام الموارد ومجاري مياه الأنهار العابرة للحدود، التي أوفت بالاحتياجات الضرورية للدول والشعوب التي تعيش على ضفاف هذه الأنهار عبر قرون من الزمان.
