(b) Not to transfer any cluster munition that has been significantly degraded from its original specifications;

(c) Not to transfer any cluster munition or submunition to any recipient other than a State or State agency authorized to receive such transfers;
(ج) عدم نقل أية ذخيرة عنقودية أو ذخيرة فرعية إلى أي متلق غير دولة أو وكالة تابعة لدولة مرخص لها بتلقي هذا المنقولات؛

(d) not transfer any cluster munition or submunition to any recipient other than a State or State agency authorized to receive such transfers;
