Against this background, the Government of Japan is of the view that the conclusion of a treaty which prohibits the transfer of anti-personnel landmines will be a realistic and significant measure, and thus supports the draft mandate by the Special Coordinator on anti-personnel landmines in the Conference on Disarmament for an ad hoc committee to negotiate such a treaty.
وإزاء هذه الخلفية، ترى حكومة اليابان أن عقد معاهدة تحظر نقل اﻷلغام اﻷرضية المضادة لﻷفراد سيكون تدبيرا واقعيا وهاما، وبالتالي فهي تؤيد مشروع المنسق الخاص لﻷلغام اﻷرضية المضادة لﻷفراد في مؤتمر نزع السلاح بتكليف لجنة مخصصة بأن تتفاوض على عقد هذه المعاهدة.

Our country looks forward to the entry into force of the Ottawa Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-personnel Mines and on Their Destruction, and to that of the Convention on Certain Conventional Weapons and amended Protocol II. The Republic of Moldova also welcomes the initiative to conclude a treaty that prohibits the transfer of anti-personnel landmines.
وتتطلع بلادنا الى أن تدخل حيز النفاذ اتفاقية أوتاوا لحظر استعمال وتخزين وإنتاج ونقل اﻷلغام اﻷرضية المضادة لﻷفراد وتدمير تلك اﻷلغام، وكذلك اتفاقية اﻷسلحة التقليدية المعينة والبروتوكول الثاني المعدل. وترحب جمهورية مولدوفا أيضا بمبادرة إبرام معاهدة لحظر نقل اﻷلغام اﻷرضية المضادة لﻷفراد.

Nevertheless, from my consultations, it is clear that many in this category, who are also members of the CD, are prepared to commit themselves at least to negotiate a legally binding instrument prohibiting the transfer of anti-personnel landmines. And this they are prepared and, indeed, willing to do in the Conference on Disarmament.

The Conference is expected to continue its negotiations on effective international arrangements to assure non-nuclear-weapon States against the use or threat of use of nuclear weapons and to discuss a ban on the transfer of anti-personnel landmines to complement the recently concluded Ottawa Convention.
ومن المتوقع أن يواصل المؤتمر مفاوضاته بشأن اتخاذ ترتيبات دولية فعالة تكفل للدول غير الحائزة ﻷسلحة نووية عدم استعمال أو التهديد باستعمال هذه اﻷسلحة ضدها، وأن يبحث في وضع حظر على نقل اﻷلغام اﻷرضية المضادة لﻷفراد لاستكمال اتفاقية أوتاوا التي أبرمت مؤخرا.

For these reasons, my delegation has abstained in the voting on draft resolution L.1, which focuses on placing a total ban on anti-personnel landmines, and has voted in favour of the draft resolution in L.23/Rev.1, which focuses on banning the transfer of anti-personnel landmines and on the intensification of efforts in the Conference on Disarmament on this issue.
لهذه اﻷسباب امتنع وفدي عن التصويت على مشروع القرار L.1 الذي يركز على فرض حظر كامل على جميع اﻷلغام اﻷرضية المضادة لﻷفراد، وصوت مؤيدا مشروع القرار L.23/Rev.1 الذي يركز على فرض حظر على نقل اﻷلغام اﻷرضية المضادة لﻷفراد وعلى تكثيف الجهود في مؤتمر نزع السلاح بشأن هذه القضية.

The Conference is expected to discuss a ban on the transfer of anti-personnel landmines to complement the Convention on Certain Conventional Weapons. It is also expected to continue its efforts in the promotion of transparency in armaments and the prevention of an arms race in outer space.”;
