Egypt is totally convinced that the principle of transparency should apply to all types of armaments, including all weapons of mass destruction, in particular nuclear weapons, and to transfers of equipment and technology directly related to the development and manufacture of such weapons, as well as to high technology with military applications.
ومصر على اقتنناع تام بأن مبدأ الشفافية ينبغي أن ينطبق على جميع أنواع اﻷسلحة، بما فيها جميع أسلحة الدمار الشامل، ولا سيما اﻷسلحة النووية، وعلى عمليات نقل المعدات والتكنولوجيا المرتبطة مباشرة بتطوير وإنتاج هذه اﻷسلحة، فضلا عن انطباقه على التكنولوجيا الرفيعة ذات التطبيقات العسكرية.

The inclusion of requests for information on weapons of mass destruction and transfers of equipment and technology that are directly connected to the development and production of such weapons would make the Register a more balanced instrument and would facilitate its becoming universal.
وإدراج طلبات للمعلومات عن أسلحة الدمار الشامل وعمليات نقل المعدات والتكنولوجيا المرتبطة ارتباطا مباشرا باستحداث وإنتاج تلك الأسلحة من شأنه أن يجعل السجل أداة أكثر توازنا ومن شأنه أن ييسر أن يصبح عالميا.

(b) The elaboration of practical means for the development of the Register in order to increase transparency related to weapons of mass destruction, in particular nuclear weapons, and to transfers of equipment and technology directly related to the development and manufacture of such weapons.
(ب) إيجاد وسائل عملية لتطوير السجل بغية رفع مستوى الشفافية فيما يتعلق بأسلحة الدمار الشامل، لا سيما الأسلحة النووية، وبعمليات نقل المعدات والتكنولوجيا ذات الصلة المباشرة بتطوير هذه الأسلحة وصناعتها.

The regime, originally meant to control only transfers of equipment and technology which could make a contribution to missile systems capable of delivering nuclear weapons, was amended in 1993 to cover also missiles capable of delivering biological and chemical weapons.
وقد كان المقصود بالنظام في الأصل مجرد مراقبة نقل المعدات والتكنولوجيا التي يمكن أن تسهم في تعزيز القذائف القادرة على إيصال أسلحة نووية، إلا أنه عدل في تموز/يوليه 1993 ليشمل أيضا القذائف القادرة على إيصال الأسلحة البيولوجية والكيميائية.

The inclusion in the Register of information related to sophisticated conventional weapons, weapons of mass destruction, particularly nuclear weapons, and transfers of equipment and technology directly related to the development and production of such weapons, whose destructive power and destabilizing potential far exceeds that of conventional weapons, would make the Register a better balanced, more comprehensive instrument.
وإدراج معلومات في السجل تتعلق بالأسلحة التقليدية المتطورة، وأسلحة الدمار الشامل، لا سيما الأسلحة النووية، وعمليات نقل المعدات والتكنولوجيا المرتبطة مباشرة بتطوير وإنتاج مثل هذه الأسلحة، التي تتجاوز قوتها المدمرة وقدرتها المزعزعة للاستقرار ما لدى الأسلحة التقليدية بكثير، من شأنه أن يجعل السجل أداة أفضل توازنا وأكثر شمولية.

(ب) إيجاد وسائل عملية لزيادة تطوير السجل بغية رفع مستوى الشفافية فيما يتعلق بأسلحة الدمار الشامل، ولا سيما الأسلحة النووية، وعمليات نقل المعدات والتكنولوجيا ذات الصلة المباشرة بتطوير هذه الأسلحة وصناعتها.

The rules limit the export of ballistic missiles with a range of at least 300 kilometres and a payload of at least 500 kilograms. 32/ The Regime, originally meant to control only transfers of equipment and technology which could make a contribution to missile systems capable of delivering nuclear weapons, was amended in July 1992 to cover also missiles capable of delivering biological and chemical weapons.
وتحد هذه القواعد من تصدير القذائف التسيارية التي يبلغ مداها ٣٠٠ كيلومتر على اﻷقل وتبلغ حمولتها الفعالة ٥٠٠ كيلوغرام على اﻷقل)٣٢(. وكان المقصود بالنظام في اﻷصل أن يقتصر على مراقبة نقل المعدات والتكنولوجيا التي يمكن أن تسهم في تعزيز القذائف القادرة على إيصال أسلحة نووية، إلا أنه عدل في تموز/يوليه ١٩٩٢ ليشمل أيضا القذائف القادرة على إيصال اﻷسلحة البيولوجية والكيميائية.

9. By its resolution 54/54 I, the General Assembly requested the Secretary-General to report on the early expansion of the scope of the Register and the elaboration of practical means for the development of the Register in order to increase transparency related to weapons of mass destruction, in particular nuclear weapons, and to transfers of equipment and technology directly related to the development and manufacture of such weapons.
9 - وبموجب قرارها 54/54 طاء ، طلبت الجمعية العامة إلى الأمين العام أن يقدم إليها تقريرا عن مسألة التوسيع المبكر لنطاق السجل وعن إيجاد الوسائل العملية لتطوير السجل بغية رفع مستوى الشفافية فيما يتعلق بأسلحة الدمار الشامل، لا سيما الأسلحة النووية، وعمليات نقل المعدات والتكنولوجيا ذات الصلة المباشرة بتطوير هذه الأسلحة وصناعتها.
