37. The prohibition against torture or any other form of cruel, inhuman or degrading treatment is absolute and non-derogable and applies to the treatment of any person within the power or effective control of a State, even when not situated within the territory of the State.
37- وحظر التعذيب أو غيره من ضروب المعاملة القاسية أو اللاإنسانية أو المهينة هو حق مطلق وغير قابل للانتقاص وينطبق على معاملة أي شخص يخضع لسلطة الدولة أو لسيطرتها الفعلية، حتى عندما لا يكون موجوداً داخل إقليم الدولة().

Please provide detailed information about the content, nature and frequency of the training provided to law enforcement personnel, civil or military, medical personnel, public officials and other persons who may be involved in the custody or treatment of any person deprived of liberty, including judges and prosecutors, in the terms set forth in article 23 of the Convention.

Article 23.1 of the Convention requires States Parties to " ensure that the training of law enforcement personnel, civil or military " and, in particular, of " persons who may be involved in the custody or treatment of any person deprived of liberty " includes the necessary education and information regarding the provisions of the Convention.

Please indicate whether the State party provides training on the Convention in terms of its article 23 to law enforcement personnel, civil and military; medical personnel; public officials and any other persons who may be involved in the custody or treatment of any person deprived of liberty, in particular members of the police, the Public Prosecution Service and the judiciary.

The recently adopted International Convention for the Protection of All Persons from Enforced Disappearance states: " Each State Party shall ensure that the training of law enforcement personnel, civil or military, medical personnel, public officials and other persons who may be involved in the custody or treatment of any person deprived of liberty includes the necessary education and information ... . "
وتكرس الاتفاقية الدولية لحماية جميع الأشخاص من الاختفاء القسري المعتمدة حديثاً نفس الفكرة في المادة 23: " تعمل كل دولة طرف على أن يشتمل التدريب المقدم للموظفين العسكريين أو المدنيين المكلفين بإنفاذ القوانين، والموظفين الطبيين، وموظفي الخدمة المدنية وسواهم من الأشخاص الذين يمكن أن يتدخلوا في حراسة أو معاملة أي شخص محروم من حريته، على التثقيف والمعلومات اللازمة ...
