To be of maximum value, the tribal reconciliation process should not hinder the political talks with the rebel movements; should be fair and inclusive of all tribes; should be conducted by leaders who are legitimate representatives of their communities; should compensate victims directly; and should not be a substitute for the prosecution of war-crimes cases.
