Viet Nam also reaffirmed its sovereignty over the Truong Sa (Spratly) archipelago.

26. Truong Minh Duc was born in 1960, residing in Kien Giang Province. On 5 May 2007, he was arrested and provisionally detained.

However, some remarks have been made questioning the sovereignty of Viet Nam over its two archipelagos, Hoang Sa and Truong Sa.

1. Mr. Pham Truong Giang (Viet Nam), noting that terrorism was a transnational phenomenon, said that the international community should therefore work out a comprehensive legal framework for coordinating its activities and combating international terrorism.

We therefore wish to add that Viet Nam's sovereignty over Hoang Sa (Paracel) Islands and Truong Sa (Spratly) Islands is indisputable.

38. Mr. Pham Truong Giang (Viet Nam) said that the prevention and suppression of international crimes which constituted a danger for all States and the punishment of those responsible required coordinated action on the part of a large number of States and an effective juridical body.

37. Based on the information before it, the Working Group concludes that the case of Mr. Truong Minh Duc is a particularly grave case of arbitrary detention in terms of Category II of the categories applicable to the consideration of cases by the Working Group.
37- وعلى أساس المعلومات المقدمة للفريق العامل، يخلص الفريق إلى أن قضية السيد تروونج مينه دووك هي حالة خطيرة من حالات الاحتجاز التعسفي التي تندرج في الفئة الثانية من الفئات المنطبقة علي النظر في القضايا التي تعرض على الفريق العامل.

That explicit rejection stands in stark contrast to the absence of any opposition to the statement made by the Prime Minister of the State of Viet Nam on 7 September 1951 at the same San Francisco conference, in which the Prime Minister asserted Viet Nam's rights to the Hoang Sa and Truong Sa islands.
وهذا الرفض الصريح يتنافى بوضوح مع غياب أي معارضة لإعلان رئيس وزراء دولة فييت نام خلال مؤتمر سان فرانسيسكو نفسه، في 7 أيلول/سبتمبر 1951، وهو إعلان أكد من خلاله حقوق فييت نام في السيادة على جزر هوانغ سا وترونغ سا.

12. Mr. Truong Minh Duc, a freelance journalist, was arrested in May 2007 and sentenced to five years in prison on 18 July 2008 following his trial in the Southern Province of Kien Giang.
12- وألقي القبض على السيد ترونج مينه دووك، وهو صحفي محترف، في أيار/ مايو 2007، وحكم عليه بالسجن خمس سنوات في 18 تموز/يوليه 2008 بعد محاكمته في مقاطعة كيين جانج الجنوبية.

At that time, the Hoang Sa and Truong Sa Archipelagoes were under the administration of the Republic of Viet Nam and constituted an integral part of Vietnamese territory.
وفي ذلك الوقت، كان أرخبيلا هوانغ سا وتروونغ سا تحت إدارة جمهورية فييت نام وشكلا جزءا لا يتجزأ من الأراضي الفييتنامية.
