At its meeting on 23 January 1996, the Bureau of the Board designated Mr. Javier Paulinich (Peru) to conduct, on behalf of the President of the Board, the informal consultations called for in Board decision 432 (S-XVIII), and to report on the outcome of his consultations to the twelfth executive session of the Board.

At its eighteenth special session, the Board mandated the Vice-President, Mr. Henri Reynaud (France), to chair informal consultations on the preparations for the review by the Conference of the lists of States annexed to General Assembly resolution 1995 (XIX), and to report to the twelfth executive session of the Board on this subject in February/March 1996.
