Since the so-called Lockerbie affair first surfaced in late 1991 with the indictment of two Libyan nationals on charges of having blown up Pan Am flight 103 over Lockerbie in 1988, Libya has always expressed its readiness to cooperate with the other parties involved in seeking a solution with a view to establishing the truth and identifying those responsible for committing this crime.

The initiative of the United Kingdom and the United States, announced 24 August this year — to hold a trial of the two Libyan nationals accused of the bombing of Pan Am flight 103, in a Scottish court and under Scottish law, in the Netherlands — is a genuine one.
إن مبادرة المملكة المتحدة والولايات المتحدة، المعلن عنها فأأأأي ٢٤ آب/أغسطس من هذا العام - والمتمثلة في عقد محاكمة للمواطنين الليبيين المتهمين بتفجير رحلة بان آم ١٠٣، أمام محكمة اسكتلندية ووفقا للقانون الاسكتلندي في هولنــــدا - لهي مبادرة صادقة حقا.

69. Libya contended that the United Kingdom and the United States were in breach of the Montreal Convention through rejection of its efforts to resolve the matter within the framework of international law, including the Convention itself, in that they were placing pressure upon Libya to surrender the two Libyan nationals for trial.
٦٩ - وادعت ليبيا أن المملكة المتحدة والولايات المتحدة قد أخلتا باتفاقية مونتريال برفضهما جهودها لحل المسألة ضمن إطار القانون الدولي، بما فيه الاتفاقية نفسها، حيث إنهما مارستا الضغط على ليبيا لتسليم المواطنين الليبيين للمحاكمة.

This letter refutes United States of America and United Kingdom of Great Britain and Northern Ireland allegations concerning the purchase by Libya of such a device and the suspicion that two Libyan citizens were involved in the Lockerbie incident.
وهذه الرسالة بذاتها تنسف أساس ادعاءات الولايات المتحدة والمملكة المتحدة لشراء ليبيا لهذه اﻷجهزة، والاشتباه في مواطنين ليبيين بالمشاركة في حادثة لوكربي.
