In this context, the United Nations Register of Conventional Arms could serve as a real confidence-building measure only if it expanded to include data and information on all types of conventional weapons as well as weapons of mass-destruction in all their aspects.
وفي هذا السياق، فإن سجل اﻷمم المتحدة لﻷسلحة التقليدية لا يمكن أن يصبح تدبيرا من تدابير بناء الثقة الحقيقية إلا إذا وسع ليشمل بيانات ومعلومات عن كل أنواع اﻷسلحة التقليدية وكذلك أسلحة التدمير الشامل بجميع جوانبها.

In this connection, it is noted that the programme budget for the biennium 1996-1997, as approved by the General Assembly, stated that efforts in the promotion of arms limitation and disarmament were focused " on weapons of mass destruction, particularly nuclear ones " , but were becoming " increasingly concerned with the growth and proliferation of various types of conventional weapons " .1
٣ - ومن الملاحظ في هذا الصدد أن الميزانية البرنامجية لفترة السنتين ١٩٩٦-١٩٩٧، بصيغتها التي أقرتها الجمعية العامة، أشارت إلى أن الجهود المبذولة في مجال تشجيع الحد من اﻷسلحة ونزع السلاح كان التركيز فيها منصبا " على أسلحة الدمار الشامل وبخاصة اﻷسلحة النووية " ولكنها أصبحت تُعنى " بشكل متزايد بنمو وانتشار مختلف أنواع اﻷسلحة التقليدية " )١(.

Applying the principle of transparency in the Middle East to seven types of conventional weapons alone while ignoring highly advanced and lethal arms such as weapons of mass destruction, in particular nuclear weapons, proves that we are not addressing the issue in a balanced, comprehensive or transparent manner.
إن تطبيق مبدأ الشفافية في منطقة الشرق الأوسط على سبع فئات من الأسلحة التقليدية فحسب، مع تجاهل الأسلحة الأكثر تطورا وفتكا، مثل أسلحة الدمار الشامل، ولا سيما الأسلحة النووية، هو نهج غير متوازن وغير شامل، ولن يحقق النتائج المرجوة.
