وأضافت أن وفدها سيجد أن من غير المقبول إذا ما سعت الدول الحائزة للأسلحة النووية إلى تحقيق عدم الانتشار النووي بموجب المادة الأولى من المعاهدة على حساب الاستخدام السلمي للطاقة النووية من جانب الدول غير الحائزة للأسلحة النووية الممتثلة لأحكام المعاهدة.

وعلاوة على هذا فإن الولايات المتحدة بمواصلتها وزع مئات الأسلحة النووية في بلدان أخرى وتدريب القوات الجوية لتلك البلدان على استخدامها في إطار التحالفات العسكرية إنما تنتهك ما عليها من التزامات بموجب المادة الأولى من المعاهدة وهي المادة التي تنص على أنه " تتعهد كل دولة من الدول الحائزة للأسلحة النووية تكون طرفا في هذه المعاهدة بعدم نقلها إلى أي مكان ... " .
