The Advisory Committee recalls that commitments in respect of the staff costs of the Special Coordinator for Sarajevo were authorized as part of the additional commitments for the maintenance of UNPROFOR for the period from 1 April to 31 July 1994 under General Assembly decision 48/470 C of 14 April 1994.
٩٣ - وتشير اللجنة الاستشارية الى أن الالتزامات المتعلقة بتكاليف ملاك المنسق الخاص لسراييفو قد أذن بها في إطار الالتزامات اﻹضافية لﻹنفاق على قوة اﻷمم المتحدة للحماية للفترة من ١ نيسان/ابريل الى ٣١ تموز/يوليه ١٩٩٤ بموجب مقرر الجمعية العامة ٨٤/٤٧٠ جيم المؤرخ ١٤ نيسان/ابريل ١٩٩٤.

However, given that under General Assembly decision 49/426 the Committee did not have the authority to apply criteria other than those contained therein, his delegation was concerned that the explanatory memorandum had not been circulated as required for one of the requests made for the current session of the General Assembly.

Ms. Demetriou (Cyprus) said that her delegation continued to have serious reservations as to whether the criteria under General Assembly decision 49/162 were fulfilled, and in particular whether the activities of the Cooperation Council of Turkic-speaking States covered activities of interest to the General Assembly.

30. Ms. Dieguez La O (Cuba) said that her delegation had always supported requests for observer status from organizations that met the criteria established under General Assembly decision 49/426.
30 - السيدة دييغيز لا أو (كوبا): قالت إن وفد بلدها قد أيَّد على الدوام طلبات الحصول على مركز المراقب التي ترد من المنظمات المستوفية للمعيارين المحددين بموجب مقرر الجمعية العامة 49/426.

While compliance with the criteria established under General Assembly decision 49/426 was essential, the consideration of requests for observer status was not merely a procedural matter and the Committee should not have to undertake all the related analysis in a single day.
ولئن كان الامتثال للمعيارين المحددين بموجب مقرر الجمعية العامة 49/426 أمراً أساسياً، فإن النظر في طلبات الحصول على مركز المراقب ليس مجرد مسألة إجرائية، ولا يتعين على اللجنة الاضطلاع بجميع التحليلات ذات الصلة في يوم واحد.

That has been reflected in the work of the Disarmament Commission and was formally mandated under General Assembly decision 52/492, which establishes that at least one of the Commission's main substantive agenda items shall comprise an issue related to nuclear disarmament.

• Recommendation 6. Decides further to appropriate to the Special Account the amount of $1,002,600 gross ($939,000 net), inclusive of the commitment of $600,000 gross ($558,000 net) authorized under General Assembly decision 48/475 B for the period from 1 April to 31 May 1994, for the maintenance of the United Nations Observer Mission in Georgia for the period from 1 April to 30 June 1994;
١٠ - تقرر كذلك أن تعتمد للحساب الخاص مبلغا اجماليه ٦٠٠ ٠٠٢ ١ دولار )صافيه ٠٠٠ ٩٣٩ دولار(، شاملا الالتزام البالغ إجماليه ٠٠٠ ٦٠٠ دولار )صافيه ٠٠٠ ٥٥٨ دولار( المأذون به بموجب مقرر الجمعية العامة ٤٨/٤٧٥ باء للفترة من ١ نيسان/أبريل الى ٣١ أيار/مايو ١٩٩٤ لمواصلة بعثة مراقبي اﻷمم المتحدة في جورجيا للفترة من ١ نيسان/أبريل الى ٣٠ حزيران/يونيه ١٩٩٤؛

2. The reports allocated to the Committee under General Assembly decision 52/477, namely the report of the Secretary-General on a revolving credit fund (A/52/822), the note by the Secretary-General on the utilization of the Development Account (A/52/848) and the note by the Secretary-General on the impact of the implementation of pilot projects on budgetary practices and procedures (A/52/852), had been listed under agenda item 116.
٢ - وقال إن التقارير المحالة إلى اللجنة بموجب مقرر الجمعية العامة ٥٢/٤٧٧، أي تقرير اﻷمين العام عن صندوق الائتمان الدائر (A/52/822)، ومذكرة اﻷمين العام المتعلقة باستغلال حساب التنمية (A/52/848)، ومذكرة اﻷمين العام بشأن أثر تنفيذ المشاريع الرائدة على الممارسات واﻹجراءات المتعلقة بالميزانية (A/52/852) قد أدرجت في إطار البند ١١٦ من جدول اﻷعمال.

11. With regard to the reports and notes allocated to the Committee under General Assembly decision 52/477, his delegation felt that, although the note by the Secretary-General on the utilization of the Development Account (A/52/848) could be considered under agenda item 116, the other two documents (A/52/822 and A/52/852) should be kept under agenda item 157 or considered under agenda item 114.
١١ - وتحدث عن التقارير والمذكرات المحالة إلى اللجنة بموجب مقرر الجمعية العامة ٥٢/٤٧٧، فقال إن وفد بلده يرتئي أنه بالرغم من أنه يمكن النظر في مذكرة اﻷمين العام بشأن استغلال حساب التنمية (A/52/848) في إطار البند ١١٦ من جدول اﻷعمال، غير أن الوثيقتين اﻷخريين A/52/822) و (A/52/852 ينبغي إبقاؤهما في إطار البند ١٥٧ من جدول اﻷعمال أو النظر فيهما في إطار البند ١١٤ من جدول اﻷعمال.

80. Clearly, the Pan African Intergovernmental Agency for Water and Sanitation for Africa was an intergovernmental organization which fulfilled, in letter and spirit, the criteria under General Assembly decision 49/426 for the granting of observer status.
80 - واختتم كلامه قائلا إن من الواضح أن الوكالة الحكومية الدولية الأفريقية للمياه والمرافق الصحية في أفريقيا هي إحدى المنظمات الحكومية الدولية المستوفية، نصا وروحا، للمعايير الواردة في مقرر الجمعية العامة 49/426 للحصول على مركز المراقب.
