29. If the political leadership of the State is determined to commit crimes and violations relating to the responsibility to protect, then assistance measures under pillar two would be of little use and the international community would be better advised to begin assembling the capacity and will for a " timely and decisive " response, as stipulated under paragraph 139 of the Summit Outcome (see sect. IV below).
