41. If the requesting State Party considers the clarification obtained under Sub-paragraph 40(d) to be unsatisfactory, it shall have the right to request a special session of the Executive Council in which States Parties involved that are not members of the Executive Council shall be entitled to take part.

The report states under Sub-paragraph 2 (b) that statutory amendments have been submitted to parliament, in particular in order to monitor the use of communication technologies by terrorist groups.

One of the intentions of the bill to amend the penal law mentioned under Sub-paragraph 1 (a) above is to assure that the collection of funds for terrorist acts is criminalised also in cases that would not be covered by the current legislation.
