52. Saudi Arabia stated that vessels flying its flag were allowed to fish on the high seas or in zones under the national jurisdiction of other States only after obtaining authorization to do so from the competent authorities of the Kingdom or from the State in whose zones they would intend to fish.
٥٢ - وذكرت المملكة العربية السعودية أن السفن التي ترفع علمها لا يؤذن لها الصيد في أعالي البحار أو في المناطق الخاضعة للولاية الوطنية لدول أخرى إلا بعد الحصول على ترخيص بذلك من السلطات المختصة في المملكة أو من الدولة التي تنوي تلك السفن أن تمارس صيد السمك في منطقتها.

٩٧ - وذكرت المنظمة أن الدول الساحلية أخذت تستعمل " نظام رصد السفن " على نحو متزايد بغية رصد أنشطة أساطيلها المحلية والسفن اﻷجنبية المرخص لها بالصيد في مناطقها الاقتصادية الخالصة، ولكي تضمن دول العالم عدم قيام السفن التي تحمل علمها بعمليات صيد غير مأذون به في مناطق خاضعة للولاية الوطنية لدول أخرى.

Despite these difficulties, the United States was committed to fulfilling its responsibilities as a flag State and believed that it had achieved much to prevent unauthorized fishing in zones under the national jurisdiction of other States by United States-flag fishing vessels.
