17 - وأهم التغييرات التي أُدخلت على الأنشطة البرنامجية هي استحداث وتنفيذ برامج متكاملة تُعد على أساس الطلب وتصمم بشكل يفي باحتياجات شركائنا من البلدان وتقوم على مجموعات اليونيدو لتقديم الخدمات.

٢ - عند صوغ نمائط خدمات اليونيدو الجديدة من أجل تطبيقها في جميع المناطق ، وضعت في الاعتبـار التام المبادىء التوجيهية اﻷولية ذات الصلة لوضع برنامج عمل خاص بأمريكا اللاتينية والكاريبي لعامي ٨٩٩١ و ٩٩٩١ ، بصيغتها المحددة في تقرير الملتقى الاقليمي المعني بالسياسات الصناعية الذي عقد في عام ٧٩٩١ .

All UNIDO service modules address capacity-building and effectively incorporate elements of IHRD. This mainstreaming approach allows IHRD, wherever relevant, to become an integral part of all UNIDO’s industrial support service activities.
٣ - ومما يذكر أن جميع نمائط خدمات اليونيدو تعالج موضوع بناء القدرات وتدمج بفعالية عناصر تنمية الموارد البشرية في المجال الصناعي ، حيثما كانت ذات صلة ، لتصبح جزءا أساسيا في جميع أنشطة اليونيدو المتعلقة بخدمات الدعم الصناعي .

Assistance to countries emerging from crisis situations, including the diagnostic phase, i.e. identification of industrial recovery needs and required support; actual assistance in rehabilitation and reconstruction of key industries and infrastructure supplying basic needs; promotion of job/income-generating activities within the framework of the UNIDO service modules and in order to mitigate the vulnerability of people.
