Upon ratifying the Convention in 1968, the Belgian Government stated that it considered " the reservation made by the United Arab Republic and the Kingdom of Cambodia to paragraph 2 of article 37 to be incompatible with the letter and spirit of the Convention " without drawing any particular consequences.
