17. Discussions between the United Nations and the Government of Iraq on the recommendations contained in the supplementary report and the implementation of resolution 1153 (1998) were held between March and May 1998 in both New York and Baghdad.
١٧ - وجرت المناقشات بين اﻷمم المتحدة وحكومة العراق بشأن التوصيات الواردة في التقرير التكميلي وتنفيذ القرار ١١٥٣ )١٩٩٨( في الفترة بين آذار/ مارس وأيار/ مايو ١٩٩٨ في نيويورك وبغداد.

I have the honour to forward for your information the text of a statement by the Government of Kenya on the Memorandum of Understanding entered into by the United Nations and the Government of Iraq (see annex).
يشرفني أن أحيل إليكم للعلم، نص بيان صادر عن حكومة كينيا بشأن مذكرة التفاهم التي أبرمت بين اﻷمم المتحدة وحكومة العراق )انظر المرفق(.

4. The United Nations and the Government of Iraq agree that the following special procedures shall apply to the initial and subsequent entries for the performance of the tasks mandated at the eight Presidential Sites in Iraq as defined in the annex to the present Memorandum:
٤ - توافق اﻷمم المتحدة وحكومة العراق على أن تنطبق اﻹجراءات الخاصة التالية على الدخول ﻷول مرة وفي المرات اللاحقة من أجل أداء مهام الولاية في المواقع الرئاسية الثمانية في العراق المحددة في مرفق هذه المذكرة:

Some of the requested amendments have been for valid business purposes, others have either been inconsistent with the memorandum of understanding between the United Nations and the Government of Iraq of 20 May 1996 (S/1996/356) or have been unnecessary.

Letter dated 24 February (S/1998/154) from the representative of Kenya addressed to the President of the Security Council, transmitting a statement by the Government of Kenya on the Memorandum of Understanding between the United Nations and the Government of Iraq.

In an exchange of letters between the United Nations and the Government of Iraq dated 20 June 1992 and between the United Nations and the Government of Kuwait dated 20 May 1992, it was agreed that the host Governments would provide at no cost to the United Nations by mutual agreement all such land and premises as may be necessary for the fulfilment of the functions of UNIKOM.
وفي رسائل متبادلة بين اﻷمم المتحدة وحكومة العراق بتاريخ ٢٠ حزيران/يونيه ١٩٩٢ وبين اﻷمم المتحدة وحكومة الكويت بتاريخ ٢٠ أيار/مايو ١٩٩٢، ووفق على أن تزود الحكومتان المضيفتان اﻷمم المتحدة بلا مقابل وبالاتفاق المتبادل كل ما قد يلزم من أرض ومبان للوفاء بمهام بعثة المراقبة.

Following the signing, on 20 May 1996, of the memorandum of understanding between the Secretariat of the United Nations and the Government of Iraq on the implementation of Security Council resolution 986 (1995), the Committee started its deliberations on the expedited procedures to be employed in the discharge of its responsibilities pursuant to paragraph 12 of resolution 986 (1995).

At the informal consultations of the whole held on 24 February 1998, the members of the Council received a briefing by the Secretary-General on the outcome of his mission to Baghdad, including the signing of the Memorandum of Understanding between the United Nations and the Government of Iraq regarding the inspection of “presidential sites” in Iraq (S/1998/166).

In accordance with paragraph 14 of the Memorandum of Understanding between the United Nations and the Government of Iraq (see S/1996/356), the United Nation Board of Auditors is conducting its third audit of the United Nations Iraq Account and the Iraq Programme.
٨ - ووفقا للفقرة ١٤ من مذكرة التفاهم المبرمة بين اﻷمم المتحدة وحكومة العراق )انظر S/1996/356(، فإن مجلس مراجعي حسابات اﻷمم المتحدة يضطلع حاليا بالمراجعة الثالثة لحساب اﻷمم المتحدة المتعلق بالعراق وبرنامج العراق.

6. Noting the progress achieved by UNSCOM in various disarmament areas, and the need to intensify efforts in order to complete its mandate, the United Nations and the Government of Iraq agree to improve cooperation, and efficiency, effectiveness and transparency of work, so as to enable UNSCOM to report to the Council expeditiously under paragraph 22 of resolution 687 (1991).
٦ - وإذ تلاحظ اﻷمم المتحدة وحكومة العراق ما حققته اللجنة الخاصة من تقدم في مختلف مجالات نزع السلاح وضرورة تكثيف الجهود ﻹكمال مهام ولايتها، فقد اتفقتا على تحسين التعاون والكفاءة والفعالية والشفافية في العمل لتمكين اللجنة الخاصة من إبلاغ مجلس اﻷمن بشكل عاجل وفقا للفقرة ٢٢ من القرار ٦٨٧ )١٩٩١(.

6. In accordance with paragraph 14 of the Memorandum of Understanding between the United Nations and the Government of Iraq (see S/1996/356), the United Nations Board of Auditors is currently finalizing its second report on the United Nations Iraq Account and the Iraq Programme.
٦ - ووفقا للفقرة ١٤ من مذكرة التفاهم الموقعة بين اﻷمم المتحدة وحكومة العراق )انظر S/1996/356(، فإن مجلس مراجعي حسابات اﻷمم المتحدة بصدد الانتهاء حاليا من تقريره الثاني عن حساب اﻷمم المتحدة المتعلق بالعراق وبرنامج العراق.

Given the situation, the Special Rapporteur thus welcomed, in his most recent report to the General Assembly, the signing on 20 May 1996 of a memorandum of understanding (MOU) between the United Nations and the Government of Iraq on the practical arrangements for the implementation of Security Council resolution 986 (1995), i.e. offering “food for oil”.
وفي ضوء هذه الحالة، رحّب المقرر الخاص في آخر تقرير قدّمه إلى الجمعية العامة بالتوقيع في ٠٢ أيار/مايو ٦٩٩١ على مذكرة تفاهم بين اﻷمم المتحدة وحكومة العراق بشأن الترتيبات العملية لتنفيذ قرار مجلس اﻷمن ٦٨٩ )٥٩٩١(، أي توفير " الغذاء مقابل النفط " .

Pursuant to paragraph 26 of the memorandum of understanding between the United Nations and the Government of Iraq on the implementation of resolution 986 (1995) (see S/1996/356) and based on the findings and recommendations of the technical mission, I approved, on 31 July 1997, the designation of Al-Walid at the border (facing Al-Tenf in the Syrian Arab Republic) as a new entry point.
وعملا بالفقرة ٢٦ من مذكرة التفاهم الموقعة بين اﻷمم المتحدة وحكومة العراق بشأن تنفيذ القرار ٩٨٦ )١٩٩٥( )انظر S/1996/356( واستنادا الى نتائج وتوصيات خبراء البعثة التقنية فإنني قد وافقت، في ٣١ تموز/يوليه ١٩٩٧، على تحديد نقطة الوليد عند الحدود )في مواجهة التنف في الجمهورية العربية السورية( كنقطة دخول جديدة.
