One of the primary objectives of the International Heliophysical Year/United Nations Basic Space Science Initiative is to encourage the study of space science in developing nations, providing the opportunity to participate in space science research, while at the same time developing the curriculum and facilities to demonstrate and teach space science in the university environment.

It was noted that one of the main components of the International Heliophysical Year was the United Nations Basic Space Science Initiative, which is dedicated to the establishment of observatories and instrument arrays for expanding the knowledge of space science and the viability of space science research, engineering and education in developing countries and regions not yet active in space research.
30- ولوحظ أن أحد العناصر الرئيسية للسنة الدولية للفيزياء الشمسية هو مبادرة الأمم المتحدة بشأن علوم الفضاء الأساسية المكرسة لإنشاء مراصد وصفائف من الأجهزة بغية توسيع المعارف بعلوم الفضاء وضمان استمرارية البحوث العلمية والهندسة والتعليم في مجال الفضاء في البلدان النامية والمناطق التي لم تنشط بعد في مجال بحوث الفضاء.

43. The Compound Astronomical Low-cost Low-frequency Instrument for Spectroscopy and Transportable Observatory (CALLISTO) is a dual-channel frequency-agile receiver based on commercially available consumer electronics (see figure IV). The low cost for hardware and software and the short assembly time make this an ideal instrument for the International Heliophysical Year/United Nations Basic Space Science Initiative programme.
