With regard to human resources management, my delegation would again like to underscore the need to further enhance the transparency, efficiency and effectiveness of the United Nations recruitment process.

The lower incumbency rate stemmed from the delay in the recruitment process owing to the lack of required skill sets in the local labour market and a lack of understanding of the United Nations recruitment process by local authorities.
