It was extremely important to coordinate the activities of all units of the Secretariat and organs of the United Nations system on issues relating to transitional economies, especially in view of the very limited resources allocated in the United Nations budget to countries with economies in transition.

4.3 The mandate for the programme derives from the responsibilities entrusted to it by the Secretary-General and other units of the Secretariat and the principal decision-making organs of the United Nations in accordance with the Charter of the United Nations and the Statute of the International Court of Justice.
٤-٣ وولاية البرنامج مستمدة من المسؤوليات المنوطة به من قبل اﻷمين العام وسائر وحدات اﻷمانة العامة وأجهزة صنع القرار الرئيسية باﻷمم المتحدة وفقا لميثاق اﻷمم المتحدة والنظام اﻷساسي لمحكمة العدل الدولية.
