The local Serb community, for its part, should be reminded that it is in its interest to cooperate fully with UNTAES in the efforts to achieve peace throughout the former Yugoslavia.

Throughout October there have been increasingly hostile and aggressive statements against UNTAES in the media, and by the Government, including statements by the Croatian Minister of Defence threatening military action if the region is not returned by April 1997.

22. In its resolution 1037 (1996), the Security Council called upon the Government of Croatia to include UNTAES in the definition of United Nations peace forces and operations in Croatia in the status-of-forces agreement with the United Nations.

54. In considering the future of UNTAES, I am concerned that a precipitate transfer of authority to Croatia and the withdrawal of UNTAES in the near term could lead to a mass exodus of Serbs, which itself would create a major humanitarian crisis in the Federal Republic of Yugoslavia and would have negative repercussions in Bosnia and Herzegovina, particularly the Republika Srpska.

It summarizes the major activities of the United Nations Transitional Administration for Eastern Slavonia, Baranja and Western Sirmium (UNTAES) in the region of Eastern Slavonia, Baranja and Western Sirmium (hereafter referred to as the region) since my last report of 1 October 1996 (S/1996/821), identifies the present challenges and future tasks of the mission and contains my recommendations.

It calls upon the parties to continue to cooperate with UNTAES in adopting confidence-building measures to promote an environment of mutual trust.

The factors underlying the success of the United Nations Transitional Administration for Eastern Slavonia, Baranja and Western Sirmium (UNTAES) in particular had been a clear and realistic mandate, close cooperation and consultation between the United Nations and the host country on all the issues involved and the generous support of troop-contributing countries.
