Mr. Urruela Prado (Guatemala), speaking on behalf of the Latin American and Caribbean Group (GRULAC), said that the Group was pleased to note that the Secretariat had taken into account the strategic guidelines endorsed by the Board in decision IDB.26/Dec.7 in implementing the medium-term programme framework, 2002-2005.

Mr. Urruela Prado (Guatemala), speaking on behalf of the Group of 77 and China, said that a comprehensive evaluation of JIU's review (IDB.27/19/Add.1) and the Director-General's comments thereon (IDB.27/19/Add.2) would require more time and clarifications by the Secretariat, and the study of the actual recommendations.
