3 - وترد وثيقة التوجيه الشاملة بشأن الإدارة السليمة بيئياً للهواتف النقالة المستعملة والهالكة في مرفق لهذه المذكرة.

4 - ويجري حالياً استخدام جميع المبادئ التوجيهية الخمسة والوثيقة التوجيهية الشاملة من قِبل الأطراف والجهات الموقعة والمكاتب الإقليمية التابعة لاتفاقية بازل والدوائر الصناعية والمنظمات غير الحكومية وغيرها من أصحاب المصلحة في زيادة التوعية بالإدارة السليمة بيئياً للهواتف النقالة المستعملة والمنتهية صلاحيتها.

(a) The guidance document on the environmentally sound management of used and endoflife mobile phones, based on their experiences and needs, in particular comments on chapter 4 of the document, which concerns the transboundary movement of used and end-of-life mobile phones by 31 January 2008;
(أ) الوثيقة التوجيهية بشأن الإدارة السليمة بيئياً للهواتف النقالة المستعملة والمهتلكة،(13) من واقع تجاربها واحتياجاتها، وعلى وجه الخصوص تعليقاتها على الفصل 4 من الوثيقة، الذي يتناول نقل الهواتف النقالة المستعملة والمهتلكة عبر الحدود، وذلك في موعد أقصاه 31 كانون الثاني/يناير 2008؛

(d) Improving traceability, predictability and transparency in the trade of used and endoflife products or equipment.
(د) تحسين عمليات التتبع والتنبؤ والشفافية في تجارة المنتجات أو المعدات المستعملة والهالكة.

Certain issues associated with the transboundary movement of used and endoflife mobile phones required further deliberation, which would continue in project group 2.1.
وهناك قضايا معنية متعلقة بنقل الهواتف النقالة المستعملة والهالكة عبر الحدود تحتاج إلى مزيد من المداولات حيث ستستمر داخل فريق المشروع 2-1.

By its decision OEWG-VII/3, the Open-ended Working Group requested the Partnership to develop and revise upon receipt of comments a draft overall guidance document on the environmentally sound management of used and endoflife computing equipment.
2- وبمقرر الفريق العامل المفتوح العضوية 7/3، طلب الفريق من الشراكة أن تعد وتنقِّح، لدى تلقيها التعليقات، مشروع وثيقة توجيهية شاملة بشأن الإدارة السليمة بيئياً للمعدات الحاسوبية المستعملة والهالكة.

At the same time, in many developing countries and countries with economies in transition there exists an informal sector for the collection, repair, refurbishment and reuse of used and endoflife computing equipment and the recovery of materials such as copper and gold from e-waste.
وفي الوقت نفسه، يوجد في كثير من البلدان النامية والبلدان التي تمر اقتصاداتها بمرحلة انتقال قطاع غير رسمي لجمع المعدات الحاسوبية المستعملة والهالكة وإصلاحها وتجديدها وإعادة استخدامها واسترداد مواد مثل النحاس والذهب من النفايات الكهربائية والإلكترونية.

The guidance document, together with the Mobile Phone Partnership Initiative guidelines, is designed to help raise awareness and further the implementation of best practices associated with the different stages of the environmentally sound management of used and endoflife mobile phones.
4 - وقد صممت وثيقة التوجيه مع المبادئ التوجيهية لمبادرة الشراكة بشأن الهواتف النقالة بحيث تساعدان على إزكاء الوعي والاستمرار في تنفيذ أفضل الممارسات المرتبطة بالمراحل المختلفة للإدارة السليمة بيئياً للهواتف النقالة المستعملة والهالكة.

In paragraph 3 of decision BC-11/15, the Conference of the Parties adopted sections 1, 2, 4 and 5 of the guidance document on environmentally sound management of used and endoflife computing equipment developed by the Partnership (UNEP/CHW.11/6/Add.1/Rev.10. annex).
2- وفي الفقرة 3 من المقرر ا ب - 11/15، اعتمد مؤتمر الأطراف الفروع 1 و2 و4 و5 من وثيقة التوجيه بشأن الإدارة السليمة بيئياً للمعدات الحاسوبية المستعملة والهالكة التي وضعتها الشراكة (UNEP/CHW.11/6/Add.1/Rev.10، المرفق).
