Two reception and protection centres were established for child victims of smuggling, the first in the Harad area of Hudaydah in April 2005 and the second in Sana`a City in March 2008. The aim of the centres is to provide protection for children under the age of 18 who are victims of smuggling and to reintegrate them into their families.
تم أنشاء مركزين لاستقبال وحماية الأطفال ضحايا التهريب الأول في منطقة حرض الحدودية في نيسان/أبريل 2005، والثاني في أمانة العاصمة صنعاء في شهر آذار/مارس 2008، وذلك بهدف تقديم الحماية للأطفال ضحايا التهريب ما دون سن 18 سنة وإعادة دمجهم بأسرهم.

Regarding efforts to combat migrant-smuggling and trafficking, the Special Rapporteur urges States to develop their legislation and take concerted action to effectively punish the crimes committed by these networks, bearing in mind the aggravating circumstances when the legislation is adopted, and to refrain from penalizing the victims of smuggling in any way.
105- وفيما يتعلق بالجهود المبذولة لمكافحة تهريب المهاجرين والاتجار بهم، تحث المقررة الخاصة الدول على تطوير تشريعاتها وعلى اتخاذ تدابير متضافرة للمعاقبة على الجرائم التي ترتكبها شبكات التهريب والاتجار معاقبة فعالة، مع مراعاة الظروف المشدِّدة للعقوبة عند اعتماد التشريعات، وعدم تجريم ضحايا التهريب بأي حال من الأحوال.

These centres offer assistance, psychosocial support and reintegration for child victims of smuggling who are sent back from the Kingdom of Saudi Arabia overland (through Harad) or by air (Sana`a Airport) or who are picked up by the security services during interception exercises.

98- تم إنشاء مراكز للحماية الاجتماعية للأطفال بمنطقتي حرض وأمانة العاصمة تختص بتقديم المساعدة والبناء النفسية والاجتماعية وإعادة إدماج الأطفال ضحايا التهريب الذين يتم استقبالهم من المرحلين من المملكة العربية السعودية سواء عبر المنفذ البري (حرض) أو المنفذ الجوي (مطار صنعاء) أو الحالات التي يتم إحباط تهريبها عبر الجهات الأمنية وقد بلغت عدد الحالات التي تم استقبالها في مركز حرض الآتي:

They include the principle of equality and non-discrimination in respect of the rights of foreign nationals, regardless of their immigration status, and protective measures for women, children and adolescents in view of the vulnerable positions in which they may find themselves as victims of smuggling or trafficking or as a result of their own specific circumstances.
وهي تتضمن مبدأ المساواة وعدم التمييز فيما يتعلق بحقوق المواطنين الأجانب بصرف النظر عن وضعهم القانوني كمهاجرين، والتدابير الكفيلة بحماية النساء والأطفال والمراهقين نظراً لضعف المواقف التي قد يجدون أنفسهم فيها ضحايا للتهريب أو الاتجار أو نتيجة لظروفهم الخاصة.
