In his opening remarks the Director-General of the United Nations Office at Vienna and Executive Director of UNODC stressed that the Convention and its Protocols had made a Copernican shift in perspective, thereby enabling all States to realize that crime was no longer an evil that could be addressed by any single State but one that required a global response.
15- وأكّد المدير العام لمكتب الأمم المتحدة في فيينا والمدير التنفيذي لمكتب الأمم المتحدة المعني بالمخدرات والجريمة، في ملاحظاته الافتتاحية، أن الاتفاقية والبروتوكولات الملحقة بها قد أدّت إلى تحوّل بالغ الأهمية في هذا الصدد، الأمر الذي مكّن جميع الدول من أن تدرك أن آفة الجريمة لا يمكن لأية دولة أن تتصدّى لها بمفردها ولكن يقتضي ذلك تكاتُفاً عالميا.
