ثانيا - تنفيذ المقررات الواردة في الجزء الثامن من قرار الجمعية العامة 62/238

The present report is prepared pursuant to paragraph 15 of section VIII of General Assembly resolution 62/238, in which the Assembly requested the Secretary-General to submit a report on the implementation of section VIII to it at its sixty-third session.
عرض هذا التقرير عملا بأحكام الفقرة 15 من الجزء الثامن من قرار الجمعية العامة 62/238 الذي طلبت فيه الجمعية العامة إلى الأمين العام أن يقدم تقريرا عن تنفيذ الجزء الثامن منه إلى الدورة الثالثة والستين.

64. Consultants and individual contractors should be used only when in-house expertise was not available, and always in accordance with the provisions of section VIII of General Assembly resolution 53/221.
64 - وينبغي ألا يستعان بالاستشاريين والمتعاقدين الأفراد إلا في حالة عدم توافر الخبرة الداخلية، وأن تتم هذه الاستعانة دائما وفقا لأحكام الباب الثامن من قرار الجمعية العامة 53/221.

The Secretary-General has the honour to transmit to the General Assembly a letter dated 29 June 1999 from the Chairman of the Board of Auditors transmitting the comments of the Board on the report of the Secretary-General on the hiring and use of consultants in the Secretariat submitted in accordance with section VIII of General Assembly resolution 53/221 of 7 April 1999.
يتشرف اﻷمين العام بأن يحيل إلى الجمعية العامة رسالة مؤرخة ٢٩ حزيران/يونيه ١٩٩٩ موجهة من رئيس مجلس مراجعي الحسابات يحيل بها تعليقات المجلس على تقرير اﻷمين العام عن تعيين الاستشاريين واستخدامهم في اﻷمانة العامة، المقدمة طبقا للجزء الثامن من قرار الجمعية العامة ٥٣/٢٢١ المؤرخ ٧ نيسان/أبريل ١٩٩٩.

It also noted the report of JIU and the related comments of the United Nations System Chief Executives Board for Coordination, and in that connection recalled paragraphs 10 to 12 of part VIII of General Assembly resolution 59/266, which directly addressed some of the issues raised in the JIU report.
كما لاحظ أن تقرير وحدة التفتيش المشتركة والتعليقات ذات الصلة لمجلس الرؤساء التنفيذيين لمنظومة الأمم المتحدة المعني بالتنسيق، وأشار في ذلك الخصوص إلى الفقرات من 10 إلى 12 من الفرع ثامناً من قرار الجمعية العامة 59/266 التي عالجت بعض القضايا التي أثيرت في تقرير وحدة التفتيش المشتركة.

This procedure is not strictly in accordance with the relevant provisions on consultants in section VIII of General Assembly resolution 53/221 (see section 11A below).
ولا يتفق هذا اﻹجراء بدقة مع اﻷحكام ذات الصلة بالاستشاريين الواردة في الفرع الثامن من قرار الجمعية العامة ٥٣/٢٢١ )انظر الباب ١١ ألف أدناه(.

In view of the large number of consultants and experts that UNCTAD uses for its programmes and activities, the Committee recommends that in the next budget estimates, information be provided on steps taken to comply with section VIII of General Assembly resolution 53/221.
وفي ضوء العدد الكبير من الاستشاريين والخبراء الذين يستخدمهم اﻷونكتاد في برامجه وأنشطته، توصي اللجنة بتقديم معلومات، في تقديرات الميزانية القادمة، عن الخطوات المتخذة للامتثال للفرع الثامن من قرار الجمعية العامة ٥٣/٢٢١.

14. Reaffirms section VIII of General Assembly resolution 53/221 of 7 April 1999, section IX of resolution 55/258 of 14 June 2001, section V of resolution 57/305 of 15 April 2003 and section XI of resolution 59/266 of 23 December 2004;

14. Reaffirms section VIII of General Assembly resolution 53/221 of 7 April 1999, section IX of resolution 55/258 of 14 June 2001, section V of resolution 57/305 of 15 April 2003 and section XI of resolution 59/266 of 23 December 2004;

The new Liaison Assistant posts reflect the proposed conversion of individual contractors whose functions are of an ongoing nature, in line with paragraph 11 of section VIII of General Assembly resolution 59/296 on administrative and budgetary aspects of the financing of United Nations peacekeeping operations: cross-cutting issues.
وتعكس الوظائف الجديدة لمساعدي شؤون الاتصال التحويل المقترح لمتعاقدين تتسم مهامهم بطابعها المستمر، وذلك تماشيا مع الفقرة 11 من الجزء الثامن من قرار الجمعية العامة 59/296 بشأن الجوانب الإدارية والمتعلقة بالميزانية لتمويل عمليات الأمم المتحدة لحفظ السلام: القضايا الشاملة.

Attention of the members was also drawn to section VIII of General Assembly resolution 67/78 on oceans and the law of the sea, entitled " The continental shelf and the work of the Commission. "

Furthermore, the outline reflects the changes in the preparation of the programme budget that are being proposed in the report of the Secretary-General to the General Assembly at its forty-seventh session under the terms of section VIII of General Assembly resolution 46/185 B of 20 December 1991 (A/C.5/47/3).

70. Mr. Sena (Brazil), supported by Mr. Torres Lépori (Argentina), expressed surprise at the comments made on the subject of quick-impact projects, which seemed to overlook the provisions of section VIII of General Assembly resolution 60/266.
