Acts of violence against members of religious minorities, perpetrated by States or non-State actors, have unfortunately included cases of torture, ill-treatment, abductions, involuntary disappearances and other atrocities.
50- من المؤسف أن أعمال العنف ضد أفراد الأقليات الدينية التي ارتكبتها الدول والجهات الفاعلة من غير الدول شملت حالات تعذيب وسوء معاملة واختطاف واختفاء قسري وفظاعات أخرى.

It is important to differentiate blasphemy from hate speech. What is objectionable about hate speech, and makes it punishable by law in countries around the world, is that it is intended to incite discrimination or violence against members of a particular national, racial, ethnic, or religious group.
ومن الأهمية بمكان أن نفرق بين التجديف وخطاب الكراهية. فالمستهجن في خطاب الكراهية والذي يجعله مبرراً لتوقيع العقوبة بموجب القانون في مختلف بلدان العالم هو أن المقصود منه التحريض على التمييز أو العنف ضد أفراد جماعة وطنية، أو عنصرية، أو عرقية، أو دينية بعينها.

It is, in particular, concerned about reports of police violence against members of minority groups, in particular against Roma, and the lack of effective investigation of such cases (arts. 2, 7, 9, 10, 26).
