It is, therefore, important that the ideas and concepts contained in the United Nations Declaration on the Elimination of violence against women are widely disseminated at the national level.
ولذلك من المهم أن تنشر على نطاق واسع اﻷفكار والمفاهيم الواردة في إعلان اﻷمم المتحدة للقضاء على العنف ضد المرأة على الصعيد الوطني.

The prerequisite for any effective policy is recognizing that all forms of violence against women are manifestations of patriarchal traditions.

The Committee also calls upon the State party to conduct comprehensive research on the functioning of the justice system with regard to violence against women and consider, in light of its results, to review its penal and penal procedure laws to ensure that perpetrators of acts of violence against women are always adequately prosecuted and convicted in accordance with the grave nature of their acts.
كما تدعو اللجنة الدولة الطرف إلى إعداد بحث شامل عن أداء النظام القضائي في مجال العنف ضد المرأة وإلى النظر، على ضوء نتائج هذا البحث، في استعراض قانون العقوبات وقانون الإجراءات الجنائية بما يكفل دائماً محاكمة وإدانة مرتكبي أعمال العنف ضد المرأة على النحو الملائم وحسب خطورة طابع هذه الأفعال.

In this context, the State party refers to a decision of the European Court of Human Rights, in S.M. v. Sweden, which indicates that even though the reports of violence against women are alarming, an individual assessment must be made of each case and the complainants' personal situation must determine his or her risk of being subjected to violence or torture on return.
