The universal and mandatory registration of births is indispensable to plan for the basic social services children are entitled to, and provide the special assistance victims of social exclusion particularly need; it helps to secure children's protection; and is crucial to break the invisibility of the violence that these children endure.
(د) كفالة توفير نظام عالمي لتسجيل الأحوال المدنية لما له من أهمية قصوى - إن وجود نظام شامل وإلزامي لتسجيل المواليد أمر لا غنى عنه للتخطيط للخدمات الاجتماعية الأساسية المستحقة للأطفال، ولتقديم المساعدة الخاصة التي يحتاجها بوجه خاص ضحايا الاستبعاد الاجتماعي؛ كما أنه يساعد في تأمين الحماية للأطفال؛ وله أهمية قصوى في تسليط الضوء على العنف الذي يواجهه هؤلاء الأطفال.
