It is becoming obvious that under such circumstances the implementation of the organized and dignified return of the refugees and internally displaced persons in accordance with the timetable worked out by the quadripartite agreement on voluntary return of refugees and displaced persons of 4 April 1994 and the United Nations High Commissioner for Refugees - which is a main component of the conflict settlement - is not feasible.
