3 - وإذ يلاحظ استمرار عدد مفرط من الصراعات والتوترات الداخلية والمشاكل الوطنية في العالم في نهاية القرن العشرين بذريعة استفحال المشاعر القومية أو العنصرية أو الاستبعاد العرقي أو الديني، يتبنى مفهوم اليونسكو القائل بأنه " لما كانت الحروب تتولد في عقول البشر ففي عقولهم يجب أن تبنى حصون السلام " ؛

As the constitution of UNESCO states, since wars begin in the minds of men, it is in the minds of men that the defences of peace must be constructed.
وبما أن الحروب تبدأ في عقول البشر، كما يقول دستور اليونسكو، فإن دفاعات السلام يجب أن تبنى في عقول البشر أيضا.

The words in the UNESCO Constitution were particularly relevant to the peace process in the Middle East: " ... since wars begin in the minds of men, it is in the minds of men that the defences of peace must be constructed " .
وقالت إن الكلمات الواردة في دستور اليونسكو تنطبق بصورة خاصة على عملية السلام في الشرق اﻷوسط: " ... حيث أن الحروب تبدأ في عقول الناس، ففي عقول الناس أيضا يجب أن تقام دفاعات السلام " .

ونشير بصفة خاصة الى دستور منظمة اﻷمم المتحدة للتربية والعلم والثقافة الذي ينص في ديباجته على أنه لما كانت الحروب تبدأ في أذهان البشر، ففي أذهان البشر ينبغي أن تنشأ وسائل الدفاع عن السلم.
