البند 168 - التحقيق في الحروب التي وقعت بعد قيام الأمم المتحدة

The draft resolution considers that failure to prevent or investigate wars that have broken out since the founding of the United Nations is inconsistent with the responsibilities of the United Nations and a threat to international peace and security.
ويعتبر مشروع القرار أن عدم ردع الحروب التي وقعت بعد قيام الأمم المتحدة، وعدم التحقيق فيها يتعارض مع مسؤوليات الأمم المتحدة، وهدد السلم والأمن العالمي.

The draft resolution requests the General Assembly to consider establishing at its sixty-sixth session an effective international mechanism in order to investigate the causes and background of wars that have broken out since the founding of the United Nations and ensure that their perpetrators do not go unpunished.
ويطلب المشروع من الجمعية العامة النظر في تحديد آلية دولية فعالة خلال انعقاد دورتها السادسة والستين، تكفل تقصي أسباب وظروف الحروب التي وقعت بعد قيام الأمم المتحدة وعدم إفلات المتسببين فيها من العقاب.

1. Considers that the wars that have broken out since the founding of the United Nations are contrary to the motivations and reasons for the establishment of the United Nations, as set forth in the Preamble of the Charter, and to the purposes and principles of the United Nations;
1 - تُعتبر الحروب التي وقعت بعد قيام الأمم المتحدة، مخالفة للبواعث والأسباب الموجبة لإنشاء الأمم المتحدة كما حُددت بدقة في ديباجة ميثاقها ومقاصده ومبادئه؛

6. Investigation into the wars that have broken out since the establishment of the United Nations [item proposed by the Libyan Arab Jamahiriya (A/65/196)].

I have the honour to request, in accordance with rule 14 of the rules of procedure of the General Assembly, the inclusion in the agenda of the sixty-fifth session of the General Assembly of a supplementary item entitled " Investigation into the wars that have broken out since the establishment of the United Nations " .
عملا بالمادة 14 من النظام الداخلي للجمعية العامة، أتشرف بطلب إدراج بند تكميلي في جدول أعمال الدورة الخامسة والستين للجمعية العامة بعنوان " التحقيق في الحروب التي وقعت بعد قيام الأمم المتحدة " .

3. Considers that the failure to prevent or investigate wars that have broken out since the establishment of the United Nations, such as the wars in Afghanistan, Korea, Somalia, Suez, Viet Nam, the former Yugoslavia, as well as the war in Iraq in its various aspects and the invasions of Grenada and Panama, is inconsistent with the responsibilities of the United Nations and posed a serious threat to international peace and security;
3 - تعتبر أن عدم ردع الحروب التي وقعت بعد قيام الأمم المتحدة والتحقيق فيها، ومن ذلك حروب كوريا والسويس وفييت نام والصومال ويوغوسلافيا السابقة وأفغانستان وحرب العراق بأبعادها المختلفة وغزو غرينادا وبنما، يتعارض مع مسؤوليات الأمم المتحدة، ويهدد جديا السلم والأمن العالمي؛

4. Decides to consider at its sixty-sixth session the establishment of an effective international mechanism to investigate the causes and background of wars that have broken out since the establishment of the United Nations and ensure that their perpetrators do not go unpunished;
4 - تقرر النظر في تحديد آلية دولية فعالة خلال انعقاد دورتها (66) القادمة، تكفل تقصِّي أسباب وظروف الحروب التي وقعت بعد قيام الأمم المتحدة وعدم إفلات المتسببين فيها من العقاب؛

60. With regard to item 168 of the draft agenda (Investigation into the wars that have broken out since the establishment of the United Nations), the General Committee decided to recommend that the item not be included in the agenda of the sixty-fifth session.
60 - وفيما يتعلق بالبند 168 من مشروع جدول الأعمال (التحقيق في الحروب التي وقعت بعد قيام الأمم المتحدة)، قرر المكتب أن يوصي بعدم إدراج البند في جدول أعمال الدورة الخامسة والستين.

The President (spoke in French): In paragraph 60, the General Committee also decided to recommend to the Assembly not to include item 168 of the draft agenda, " Investigation into the wars that have broken out since the establishment of the United Nations " , in the agenda of the sixty-fifth session.
