Kazakhstan was a party to the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, which prohibited the extradition of persons to countries where they would be in danger of being subjected to torture or ill-treatment, and article 532 of the Code of Criminal Procedure provided for the possibility of refusing extradition if that was not allowed under the treaties signed by Kazakhstan or the requesting country.
