20. In the following paragraphs of this section of the report, an account is given of the actions required of Iraq in each of the weapons areas coming within the mandate of the Commission; the stage arrived at with regard to each of those areas; and the Commission's view of priority issues revealed by the current state of affairs.

118. As already indicated in this report, Iraq has never fulfilled the primary obligation to provide complete and verifiable declarations in any of the weapons areas specified by resolution 687 (1991).
١١٨ - كما سبقت اﻹشارة إليه في هذا التقرير، فإن العراق لم يف أبدا بالالتزام اﻷولي القاضي بتقديم إقرارات كاملة وقابلة للتحقق منها عن أي مجال من مجالات اﻷسلحة المحددة في القرار ٦٨٧ )١٩٩١(.

As in the other weapons areas, it certainly is the case in the chemical warfare area that such progress will rely, elementally, upon Iraq's willingness to assist the Commission in its work and investigations and to provide factual information the Commission has sought, in particular for the purpose of the verification of those parts of the material balance of Iraq's chemical weapons and their components related to unilateral destruction.

The members of the Commission have considered each of the proscribed weapons areas described in section C of resolution 687 (1991), and have arrived at recommendations regarding each area, as well as measures of a general nature designed to enhance the fulfilment of the mandate of UNSCOM and IAEA.
