In order to ensure that the area south of the Litani River is indeed " an area free of any armed personnel, assets and weapons other than those of the Government of Lebanon and of UNIFIL " , the Lebanese Army and UNIFIL must re-adapt their activity to the new reality in which Hizbullah is rebuilding its military infrastructure south of the Litani River within the civilian population.

At the same time, I wish to note that permanent respect of the Blue Line can only be expected to be sustainable if, on the Lebanese side, security arrangements are put in place to prevent the resumption of hostilities, including the establishment between the Blue Line and the Litani River of an area free of any armed personnel, assets and weapons other than those of the Government of Lebanon or UNIFIL.
