The Disabled Welfare and Rehabilitation Act No. 16 of 1999 was promulgated.
وصدر القانون رقم ١٦ لسنة ١٩٩٩ بشأن رعاية وتأهيل المعاقين.

The Establishment of the Fund for the Welfare and Rehabilitation of Disabled Persons Act No. 2 of 2002;
- القانون رقم 2 لسنة 2002 بشأن إنشاء صندوق رعاية وتأهيل المعاقين؛

Making Welfare and Rehabilitation services accessible to all individuals in need thereof;

Elaborate strategies and policies for the Welfare and Rehabilitation of persons with special needs;

(a) Decree No. 14 of 1991 concerning the establishment of new associations for the Welfare and Rehabilitation of the disabled, and Decree No. 215 concerning the employment of the disabled;

Several mechanisms have been formed under the social security umbrella, including the Social Welfare Fund, the Social Development Fund, the National Programme for Productive Families, the Public Works Project and the Disabled Welfare and Rehabilitation Fund;
وقد تكون عدد من الآليات التي تخدم مظلة الأمان الاجتماعي، ومنها صندوق الرعاية الاجتماعية والصندوق الاجتماعي للتنمية والبرنامج الوطني للأسر المنتجة ومشروع الأشغال العامة وصندوق رعاية وتأهيل المعاقين؛

The Disabled Persons Welfare and Rehabilitation Fund provides social, institutional, individual and community Welfare and Rehabilitation services to persons with disabilities.

Residential institutions and centres for the disabled are concentrated in the capitals of a few governorates, while there are no Welfare and Rehabilitation services for disabled persons in rural and remote areas.
كما أن مؤسسات ومراكز دور المعوقين تتركز في عدد من عواصم بعض المحافظات مع انعدام خدمات رعاية وتأهيل المعوقين في المناطق الريفية والنائية.

The Disabled Persons Welfare and Rehabilitation Act fully guarantees respect for the rights of disabled persons as embodied in the Universal Declaration of Human Rights.

Vocational trainers are often poorly versed in teaching methodology and there is a shortage of professionals who specialize in speech therapy, diagnosis, evaluation and treatment; they are mostly technical staff who specialize in the Welfare and Rehabilitation of disabled persons.
كما أن المدربين المهنيين أحياناً يفتقرون إلى أساليب التوجيه المهني ويندر وجود العاملين المختصين في مجالات إصلاح عيوب النطق والكلام واختصاصي التشخيص والتقويم والعلاج وهم من الكوادر الفنية المتخصصة في مجالات رعاية وتأهيل المعوقين.

Moreover, the vocational instructors lack vocational training experience and there are no specialists in speech therapy, diagnosis, evaluation and treatment, which are indispensable requirements for the Welfare and Rehabilitation of the disabled;
كما أن المدربين المهنيين يفتقرون إلى أساليب التوجيه المهني، وينعدم وجود العاملين المختصين في مجالات اصلاح عيوب النطق والكلام، واختصاصيي التشخيص والتقويم والعلاج الذين هم من الكوادر الفنية المتخصصة في مجالات رعاية وتأهيل المعوقين؛

Special laws have been enacted to cater for these groups. The Disabled Persons' Welfare and Rehabilitation Act, the Minors' Welfare Act and the Social Welfare Act, for example, guarantee all of these groups the enjoyment of all social and human rights. These Acts have been incorporated into programmes and projects devoted to providing dedicated services for special categories.
فهناك على سبيل المثال قانون رعاية وتأهيل المعاقين، وقانون رعاية الأحداث، وقانون الرعاية الاجتماعية، وهذه القوانين تتيح لهؤلاء جميعاً التمتع بكافة الحقوق الاجتماعية والإنسانية، وقد تجسّدت هذه القوانين في برامج ومشروعات تنفيذية أسهمت في تقديم خدمات نوعية متميزة.

To this end, the State, with support and assistance from the private sector, has established numerous Welfare and Rehabilitation institutions for the disabled in order to rehabilitate and train them in various crafts and professions so that they can have access to the labour market.
لذلك أنشأت الدولة وبدعم ومؤازرة من القطاع الأهلي العديد من مؤسسات الرعاية والتأهيل للمعاقين، وذلك لتدريبهم وتأهيلهم على مختلف المهن والحرف، والعمـل على ادخالهم سوق العمل، كما قررت منحهم الكثير من المزايا والحوافز المشجعة.

33. In cooperation with the Uganda Prison Service, the Institute developed and organized a six-week induction course for Welfare and Rehabilitation officers.
33- أعد المعهد ونظم بالتعاون مع إدارة السجون في أوغندا دورة تدريبية تعريفية لمدة ستة أسابيع لموظفي الرعاية الاجتماعية وإعادة التأهيل.

Some recent Supreme Court judgements were pertinent to that subject, including decisions on the right to free, compulsory education for children up to the age of 14 and decisions on payments awarded to a Welfare and Rehabilitation fund in cases of contravention of the Child Labour (Prohibition and Regulation) Act (1986).
وتتصل بعض اﻷحكام التي أصدرتها المحكمة العليا مؤخراً بهذا الموضوع، بما في ذلك أحكام تنصب على حق اﻷطفال حتى سن ٤١ سنة في التعليم الالزامي بالمجان وأحكام خاصة بأداء مدفوعات لصندوق للرعاية وإعادة التأهيل في قضايا خرق قانون )حظر وتنظيم( عمل اﻷطفال لعام ٦٨٩١.

It is illegal to incarcerate a minor in a penal institution; instead, the Department of Public Prosecutions must have young offenders placed in a Welfare and Rehabilitation facility.
كما أن القانون لا يجيز سجن الأطفال في منشآت عقابية بل يلزم النيابة العامة بإيداع الطفل الحدث في دور للرعاية والتأهيل.

It is noteworthy that Royal Decree M/37 of 23/9/1421 A.H. promulgated special regulations concerning the welfare of the disabled which guarantee their right to preventive health, Welfare and Rehabilitation services, which the competent authorities provide for this category.
وتجدر الإشارة إلى وجود نظام خاص برعاية المعوقين صدر بالمرسوم الملكي رقم م/37 وتاريخ 23/9/1421ه، ويعنى بكفالة حقوق المعوق في خدمات الوقاية والرعاية والتأهيل.
