15. In order to avoid confusion in the application of these requirements, where the Contractor is a State or state enterprise, the contractor should indicate in the annual report which entity of the sponsoring State is entitled to certify the financial statements.
15 - وتفاديا للبس لدى تطبيق هذه الشروط، في حال كون المتعاقد دولة أو مؤسسة تابعة للدولة، ينبغي أن يبين المتعاقد في التقرير السنوي كيان الدولة المزكية المخول له التصديق على البيانات المالية.

16. In order to avoid confusion in the application of these requirements, where the Contractor is a State or state enterprise, it is recommended that contractors indicate in the annual report which entity of the sponsoring State is entitled to certify the financial statements according to the contractor's domestic procedures regarding the certification and audit of public accounts.
