The second part of rule 153 provides that no draft resolution in respect of which expenditures are anticipated by the Secretariat shall be voted upon by the General Assembly until the Administrative and Budgetary Committee, which is the Fifth Committee, has had an opportunity of stating the effect of the proposal upon the budget estimates of the United Nations.

Secondly, rule 153 of the rules of procedure of the General Assembly provides that no resolution in respect of which expenditures are anticipated by the Secretary-General shall be voted on by the General Assembly until the Fifth Committee has had an opportunity to state the effect of the proposal upon the budget estimates of the United Nations.
