2 - يجوز للرئيس، عند بداية كل دورة من دورات الجمعية، ورهنا بموافقة الجمعية، أن يدعو دولة غير طرف وليس لها مركز المراقب لكي تعين ممثلا عنها لحضور أعمال الجمعية.

3 - أي صك للتصديق أو القبول أو الموافقة أو الانضمام لهذا البروتوكول تودعه إحدى الدول التي ليست من الأطراف في الاتفاقية سيمثل أيضا موافقة على أن تصبح طرفا في الاتفاقية.

(c) The Court may, under the conditions set out in this paragraph, grant a request for assistance under this paragraph from a State which is not a party to the Statute.
