٨٢- تنص المادة ٧-٦ من الاتفاقية، في جملة أمور، على " جواز الموافقة على حضور أية هيئة أو وكالة، سواء كانت وطنية أو دولية، حكومية أو غير حكومية ذات اختصاص في المسائل المشمولة بالاتفاقية، وتكون قد أبلغت اﻷمانة برغبتها في أن تكون ممثلة بصفة مراقب في احدى دورات مؤتمر اﻷطراف، ما لم يعترض على ذلك ثلث عدد اﻷطراف الحاضرين على اﻷقل " .
