27- ورغم أن العهد ينص على " مواصلة تحسين الأوضاع المادية للعاملين في التدريس " فإن أوضاع العمل العامة للمدرسين قد تدهورت عملياً، ووصلت إلى مستويات منخفضة غير مقبولة في السنوات الأخيرة في كثير من الدول الأطراف.

(b) while the Covenant does not prohibit the death penalty, the Committee has taken the view, which has been reflected in the Second Optional Protocol to the Covenant, that article 6 " refers generally to abolition in terms which strongly suggest that abolition is desirable " .d Reducing recourse to the death penalty may therefore be seen as one of the objects and purposes of the Covenant.

For example, while the Covenant allowed for the existence of religion, it did not authorize religious practices which constituted human rights violations, and the Committee could not excuse any Government from its obligations in the name of religious practice.

According to the State party, while the Covenant does not set a time limit for submitting communications under the Optional Protocol, the communication in question should be declared inadmissible for being an abuse of the right to submit communications, taking into account the passage of such a long period of time.

8. Third, while the Covenant does not formally oblige States to incorporate its provisions in domestic law, such an approach is desirable.

How, for example, could corporal punishment, which was contrary to article 7 of the Covenant, be compulsory under Shariah law?
