11. According to Article 2 of the Statute, members of the Court are to be elected, regardless of their nationality, from among persons of high moral character who possess the qualifications required in their respective countries for appointment to the highest judicial offices, or are jurisconsults of recognized competence in international law.

In that connection, I would like to bring to the Assembly's attention article 12 of the Statute of the International Criminal Tribunal for Rwanda, as amended, which stipulates that permanent judges of the Tribunal shall be persons of high moral character, impartiality and integrity who possess the qualifications required in their respective countries for appointment to the highest judicial offices.
وأود في هذا الصدد أن أسترعي انتباه الجمعية إلى المادة 12 من النظام الأساسي للمحكمة الجنائية الدولية لرواندا، بصيغته المعدلة، والتي تنص على أن يكون القضاة الدائمون في المحكمة أشخاصا على خلق رفيع محايدين مستقيمين يتحلون بالصفات المطلوبة في بلادهم للتعيين في أعلى المناصب القضائية.

2. The co-investigating judges shall be persons of high moral character, impartiality and integrity who possess the qualifications required in their respective countries for appointment to such a judicial office.
2 - يكون قاضيا التحقيق من الأشخاص المتحلِّين بالأخلاق الرفيعة وبالنـزاهة والكمال ولديهما المؤهلات المطلوبة للتعيين في مثل هذا المنصب القضائي في بلديهما.
