20- ويبين المقرر 15 الصادر عن مجلس الإدارة أن هذه الظروف الخمسة " لا يقصد بها أن تكون شاملة " وأنه " ستنشأ حالات أخرى يمكن فيها تقديم الدليل على أن المطالبات بشأن خسائر أو أضرار أو اصابات مباشرة كانت ناجمة عن غزو العراق واحتلاله غير المشروعين للكويت " (16). ويشدد هذا المقرر على " وجوب أن تكون الصلة السببية صلة مباشرة " (17) لدفع التعويضات عن أي خسارة أو ضرر أو أذى مزعوم.
