ويجب على كل الدول القائمة بالإدارة اتخاذ الخطوات اللازمة لتنفيذ إعلان منح الاستقلال للبلدان والشعوب المستعمرة وقرارات الأمم المتحدة ذات الصلة وفقاً للرغبات التي تعبر عنها شعوب الأقاليم المعنية.

تشدد على أهمية أن تكون اللجنة الخاصة على علـم بآراء شعوب الأقاليم ورغباتهـا، وأن تعـزز فهمها لأحوال هـذه الشعوب، بما في ذلك طبيعـة ونطـاق الترتيبات السياسية والدستورية القائمـة حالياً في الأقاليم.

وتوصي اللجنة الخاصة الجمعية بأن تجدد نداءها إلى الدول القائمة بالإدارة لكي تتخذ جميع الخطوات اللازمة لتنفيذ الإعلان وقرارات الأمم المتحدة ذات الصلة، وفقا لرغبات شعوب الأقاليم المعنية المعرب عنها بحرية.
