The Accra Accord, which emerged from the twelfth session of UNCTAD in 2008, urged that States refrain from applying any unilateral economic, financial or trade measure not in accordance with international law and the Charter of the United Nations.
فقد حث اتفاق أكرا، الذي انبثق عن الدورة الثانية عشرة للأونكتاد لعام 2008، على أن تمتنع الدول عن تطبيق أي تدابير اقتصادية أو مالية أو تجارية انفرادية لا تتفق مع القانون الدولي وميثاق الأمم المتحدة.

Unilateral acts taken outside the purview of the United Nations were not consistent with international law and the Charter of the United Nations, and must not only be ended but prevented from recurring in the future.
أما الإجراءات الأحادية المتخذة خارج نطاق الأمم المتحدة، فإنها لا تتسق مع القانون الدولي وميثاق الأمم المتحدة، ولا ينبغي إنهائها فحسب بل منع تكرارها في المستقبل.

They recognize the need to address principles applicable to situations of internal violence and disturbance of all kinds in a manner consistent with international law and the Charter of the United Nations.
وتسلم البلدان النوردية وجنوب أفريقيا بضرورة وجود مبادئ لتطبيقها على حالات العنف الداخلي والاضطرابات بجميع أنواعها على نحو يتفق مع القانون الدولي وميثاق اﻷمم المتحدة.

26. States are strongly urged to refrain from promulgating and applying any unilateral economic, financial or trade measures not in accordance with international law and the Charter that impede the full achievement of economic and social development, particularly in developing countries.
26 - ونحث الدول بشدة على الامتناع عن اتخاذ أي تدابير اقتصادية أو مالية أو تجارية انفرادية لا تتوافق مع القانون الدولي والميثاق وتعيق تحقيق التنمية الاقتصادية والاجتماعية في البلدان النامية على نحو تام وعن تطبيق تدابير من هذا القبيل.

Unilateral acts committed outside the purview of the United Nations were not consistent with international law and the Charter of the United Nations and must not only be brought to an end, but prevented from ever recurring.
أما الأعمال الأُحادية التي تُرتكب خارج سلطة الأمم المتحدة، فإنها لا تتسق مع القانون الدولي وميثاق الأمم المتحدة ولا ينبغي وضع حد لها فحسب بل منع تكرارها أيضاً.

Our delegation would not have agreed to wording such as that originally proposed by the sponsors, whose dangerous ambiguity would have left the door open to unilateral actions that could have been inconsistent with international law and the Charter of the United Nations.
ولم يكن من المستطاع أن يوافق وفد بلادي على صياغة مثل تلك التي اقترحها أصلا مقدمو مشروع القرار، التي كان من الممكن لغموضها الخطير أن يترك الباب مفتوحا أمام الإجراءات الانفرادية التي قد تتخذ بما يتنافى مع القانون الدولي وميثاق الأمم المتحدة.

وإذ تذكِّر بأن المؤتمر العالمي لحقوق الإنسان دعا الدول إلى الامتناع عن اتخاذ أي إجراء من جانب واحد لا يتفق مع القانون الدولي وميثاق الأمم المتحدة ويقيم عقبات في وجه العلاقات التجارية بين الدول ويعرقل الإعمال التام لجميع حقوق الإنسان،

3. The implementation of unilateral coercive measures that are not in accordance with international law and the Charter of the United Nations is one of the worst and most serious violations of human rights that can be committed against the populations of the countries affected.
3- إن القيام من جانب واحد بتنفيذ تدابير قسرية لا تتماشى مع القانون الدولي وميثاق الأمم المتحدة يمثل أسوأ وأخطر ما يمكن ارتكابه ضد شعوب البلدان المتضررة من انتهاكات حقوق الإنسان.

• Discourage the adoption of and refrain from any unilateral measure that is not in accordance with international law and the Charter of the United Nations and that impedes the full achievement of economic and social development by the population of the affected countries, in particular women and children, that hinders their well-being and that creates obstacles to the full enjoyment of their human rights;
● تشجيع الامتناع عن اتخاذ إجراءات انفرادية تتعارض مع القانون الدولي وميثاق اﻷمم المتحدة، وتحول دون التحقيق التام للتنمية الاقتصادية والاجتماعية بواسطة سكان البلدان المتأثرة، لا سيما منهم النساء واﻷطفال، وتعوق رفاههم، وتضع عقبات تمنع تمتعهم التام بحقوق اﻹنسان؛

2 - تحث بشدة الدول على الامتناع عن اتخاذ وتطبيق أي تدابير اقتصادية أو مالية أو تجارية من جانب واحد لا تتفق مع القانون الدولي والميثاق وتعوق تحقيق التنمية الاقتصادية والاجتماعية على نحو تام، وبخاصة في البلدان النامية؛

8. Calls upon all States, in building the information society, to take steps to avoid and to refrain from taking any unilateral measure not in accordance with international law and the Charter of the United Nations that impedes the full achievement of economic and social development by the population of the affected countries and that hinders their well-being;
8 - يطلب إلى الدول كافة أن تخطو، عند إقامة مجتمع المعلومات، خطوات لتفادي وتجنب اتخاذ أية تدابير انفرادية غير متوافقة مع القانون الدولي أو ميثاق الأمم المتحدة وتعطل تنفيذ سكان البلدان المتضررة للتنمية الاقتصادية والاجتماعية تنفيذا تاما وتعرقل رفاههم؛

Reaffirming the fundamental principle of the inadmissibility of the acquisition of territory by force, in accordance with international law and the Charter of the United Nations,
وإذ تعيد تأكيد المبدأ الأساسي المتمثل في عدم جواز اكتساب الأراضي بالقوة، وفقا للقانون الدولي وميثاق الأمم المتحدة،

7. Calls upon States to refrain from taking any unilateral measures that are not in accordance with international law and the Charter of the United Nations and that create obstacles to trade relations among States and impede the full realization of all human rights, including the right to development;
٧ - تطلب إلى الدول اﻷعضاء أن تمتنع عن اتخاذ أي تدابير انفرادية لا تتفق مع القانون الدولي ولا مع ميثاق اﻷمم المتحدة؛ وتخلق عقبات أمام العلاقات التجارية فيما بين الدول وتعرقل اﻹعمال الكامل لجميع حقوق اﻹنسان، بما فيها الحق في التنمية؛

Article 3 provided an important clarification, namely that the draft articles applied only to cases of succession which were in conformity with international law and the Charter of the United Nations. The occupation of territory by force or any other exchange or separation of territories without the consent of third States was therefore outside the scope of the draft articles.
وتتضمن المادة ٣ إيضاحا هاما وهو أن هذه اﻷحكام تنطبق فقط على حالات خلافة الدول التي تحدث طبقا للقانون الدولي ولميثاق اﻷمم المتحدة، وبالتالي فإنها لا تنطبق على احتلال إقليم بالقوة أو أي تبادل لﻹقليم أو تقسيمه دون موافقة الدولة الثالثة.
