Once the reservation is established, everything in the treaty relations between the author of the reservation and the parties with regard to which the reservation is established takes place as if the treaty did not include the provision referred to in the reservation.
وبمجرد إنشاء التحفظ، تسير الأمور كما لو كانت المعاهدة لا تتضمن الحكم المستهدف بالتحفظ، في العلاقات التعاهدية بين صاحب التحفظ والأطراف التي أنشئ هذا التحفظ إزاءها.

It follows logically that the other States or international organizations with regard to which the reservation is established have waived their right to demand performance of the obligation stemming from the treaty provision in question in the context of their treaty relationship with the author of the reservation.

ولا يجوز للدولة أو للمنظمة الدولية التي أقر التحفظ إزاءها الاعتداد بالحقوق المنصوص عليها في الحكم المتحفظ عليه، في إطار علاقاتها التعاهدية مع الجهة المتحفظة.

The State or international organization with regard to which the reservation is established can claim the right under the treaty provision modified by the reservation in the context of its treaty relations with the author of the reservation in question.
ويجوز للدولة أو المنظمة الدولية التي يقر التحفظ إزاءها أن تعتد بحقوقها المنصوص عليها في الحكم التعاهدي المعدَّل بموجب التحفظ في إطار العلاقات التعاهدية بينها وبين الجهة المتحفظة.

281. The principle of reciprocity cannot find application in cases where a rebalancing between the obligations of the author of the reservation and the State or international organization with regard to which the reservation is established is unnecessary or proves impossible.
281 - ولا يمكن لمبدأ المعاملة بالمثل أن يجد مجالا للانطباق في الحالات التي تكون فيها إعادة الموازنة بين التزامات صاحب التحفظ والتزامات الدولة أو المنظمة الدولية التي أُبدي التحفظ إزاءها أمرا غير ضروري أو ثبتت استحالته.

A reservation modifies the content of treaty relations for the State or international organization with regard to which the reservation is established in their relations with the author of the reservation to the same extent as for the author, unless:
يحدث التحفظ تغييرا في محتوى العلاقات التعاهدية بالنسبة إلى الدولة أو المنظمة الدولية التي أقر التحفظ إزاءها في علاقاتها مع الجهة المتحفظة، وذلك بقدر مماثل للتغير الذي يحدثه بالنسبة لهذه الجهة، إلا في الحالات التالية:

2. To the extent that an established reservation excludes the legal effect of certain provisions of a treaty, the author of that reservation has neither rights nor obligations under those provisions in its relations with the other parties with regard to which the reservation is established.
2- بقدر ما يستبعد التحفظ المُنشأ الأثر القانوني لبعض أحكام المعاهدة، لا يكون لصاحب التحفظ حقوق ولا تكون عليه التزامات بموجب هذه الأحكام في علاقاته مع الأطراف الأخرى التي أُنشئ التحفظ إزاءها.

And, as the word " likewise " in the second sentence indicates, the same is true conversely for the other parties with regard to which the reservation is established.
وكما يوضح تعبير " بالمثل " في الجملة الثانية من هذه الفقرة، فإن ذلك ينطبق كذلك بصورة مماثلة بالنسبة للأطراف الأخرى التي أُنشئ التحفظ إزاءها.
